1. Fixed a minor bug that resulted in some neighbors that recently transitioned to the Down state not being reported in differential Hellos.  Since full Hellos are always sent periodically, this bug did not affect correctness and did not significantly affect performance.

2. Fixed a minor bug in which the dependent selector neighbor variable was not set correctly when a Hello was received (but was set correctly when a DD packet was received). This bug also did not significantly affect performance.

3. Fixed a minor *nix distribution problem for the Address Families.
